Safety is the absolute top priority for the Liberty Troop 2028 Philmont Expedition. Philmont Scout Ranch is a remote, high-altitude wilderness environment that requires every participant—both Scouts and Adult Advisors—to be physically prepared and medically cleared before stepping onto the trail.
Signed Behavior and Safety Contracts are required for all participants (Scouts and adults) and must be submitted by March 1st, 2028. Please drop off two (2) physical paper copies with original handwritten signatures to 509 East Spring Ave, Ardmore, PA 19003. Please note that digital or electronic signatures cannot be accepted—both copies must be signed in ink.
All participants must submit a completed BSA Annual Health and Medical Record (Parts A, B, and C).
Part A: Informed Consent, Release Agreement, and Authorization.
Part B: General Medical History and Emergency Contacts.
Part C: Physical Examination — Must be completed, signed, and dated by a licensed health-care practitioner within 12 months of the trip.
Important Reminder: Medical forms must be valid through July 2nd, 2028. Physicals completed prior to July 2027 will expire before our expedition ends and cannot be accepted.
Submission Deadline: Medical forms are due by January 1st, 2028. 2 Paper Copies of Parts A, B, and C must be dropped off at 509 East Spring Ave, Ardmore, PA 19003. Medical records will be reviewed by Kate Trombello, a registered nurse at The Children's Hospital of Philadelphia to ensure everything is completed.

Medical Record:
All daily prescription, as-needed, and emergency medications must be explicitly listed on Parts A and B of the official BSA Annual Health and Medical Record prior to arrival .
Original Packaging:
Medications brought to Base Camp and onto the trail must remain in their original pharmacy containers labeled with the participant’s name, prescription name, exact dosage, and prescribing doctor’s instructions.
Emergency Auto-Injectors & Inhalers:
Participants with severe allergies requiring an EpiPen must carry two (2) unexpired auto-injectors on trail at all times.
Rescue inhalers must be easily accessible in top pack pockets rather than packed deep inside backpacks.
Backcountry "Smellable" Regulations:
All liquid, chewable, or gummy medications are classified as "smellables" under Philmont wilderness bear safety protocols.
They must be sealed in waterproof bags and hung in the crew bear bag at night, with the exception of immediate life-saving emergency medications (EpiPens and rescue inhalers).
